Utah System Integration Project
(CommuterLink)


The Utah Department of Transportation needed to develop a highly integrated Advanced Transportation Management System for the Salt Lake City Area in support of the 2002 Winter Olympic Games.

Delcan utilized a phased approach that included the following:

  • Ported the Navigator system to an all HP-UX based environment from the mixed environment originally utilized in Georgia 
     
  • Installed an off-the-shelf traffic signal control package as the basis for the UDOT CommuterLink system 
     
  • Developed device drivers for the devices specific to the UDOT implementation including:
       
    • Driver to communicate with 2,070 controllers performing data collection 
       
    • Driver to communicate with new video devices such as quad multiplexers and an Electrohome video wall display 
       
    • Driver to communicate with a Traveler Advisory Telephone System (TATS) that is utilized for weather data input into the system 
       
    • Two weather systems drivers to communicate with both SSI based systems and Vaisala based systems with data incorporated into both the system interface map and the CommuterLink web site 
       
  • Provided enhancements and additional features to further improve upon the operational perspective that UDOT has chosen for its ITS program, including:
     
    • A new map interface built with Java to be platform independent and available for distribution to other agencies and departments

Utah System Integration Project

  • NTCIP compliant interface to additional traffic signal controllers
     
  • An enhanced, JavaScript intensive, web site providing video capture and real-time traffic, incident, construction and road weather information derived from various ATMS sources, plus Olympic venue information and web links 
     
  • North America’s first voice enabled 511 system provides real-time, statewide, traffic, construction and road condition information plus static transit information to the public based on voice recognition technology. 511 also provided venue information during the Olympics.
     

Further Enhancements

  • Telephone based status changes for construction and maintenance events managed by CommuterLink 
     
  • An NTCIP compliant interface to the 2,070 Ramp Metering Controllers was one of the first deployments of NTCIP compliant interfaces for Ramp Metering.
     

Award-Winning Results

  • This project was awarded the 2002 ITS America “Best of ITS” for Traveler Information. The system was operational ahead of schedule and successfully supported over two million travelers as a result of the Olympic events. The System included the first fully automated voice activated 511 Information System.
     
  • An NTCIP compliant interface to the 2,070 Ramp Metering Controllers was one of the first deployments of NTCIP compliant interfaces for Ramp Metering.
