Hong Kong Route 8

This project involves the most extensive Traffic Control and Surveillance System (TCSS) in Hong Kong, managing the entire 13.5 km (8.4 mi) of Route 8, providing a vital link to the Hong Kong International Airport.

The new Route 8 system will provide the city with an advanced management system for a complex road network covering bridge, tunnels and highway. Motorists and public transport users will enjoy a safe, no-surprise alternative route, reducing traffic congestion and increasing efficiency.

Delcan, along with two other companies – Imtech Projects B.V. of the Netherlands and GTECH Services – were awarded this multi-faceted project as Joint Venture Partners. While Delcan shared responsibility for the entire project, it was also responsible for designing, supplying and integrating the Central Component Software for the entire Route 8 Traffic Control and Surveillance System, including:

  • Automatic incident detection
  • Incident management and response facilities
  • External toll system interfaces and monitoring
  • Central monitoring and control systems
  • Supervisory control and data acquisition
  • Wind and structural health interfaces and monitoring

The most sophisticated rule-based system in the world, Delcan’s advanced traffic management system provides Hong Kong with safe and effective lane control and contra-flow operations, interfaces to bridge tolling, as well as incident detection and response facilities.

The TCSS also incorporates more than 1,000 different types of traffic control signs and signals such as 15 full matrix variable message signs, 160 variable speed signs, 488 tunnel lane signals, 322 matrix lane signals and 131 variable prismatic signs.

Construction of the new road link is scheduled for completion in 2008. Delcan’s new system will offer motorists and public transport users a safe and reliable alternate route, plus substantial savings in travel time and fuel costs along one of the most critical sections of Hong Kong’s Strategic Road Network.

Bringing Innovation To Groundbreaking Initiatives

Delcan introduced the latest Intelligent Transportation Systems (ITS) technologies into Hong Kong, including:

  • Integration of National Transportation Communications for ITS Protocol (NTCIP) traffic management devices
  • Fully digitized video technologies
  • Integrated Synchronous Digital Hierarchy (SDH) voice, data and video network
  • Advanced operational and event management functions to handle the entire incident life cycle in conjunction with automatic generation of rule-based response plans
